Utah Schools Critical Incident Commission

The Utah Schools Critical Incident Commission was established in 2017 after several Utah public school districts united to collaborate on the adoption of Standard Response Protocol. Standard Response Protocol provides a consistent, clear, shared language and actions among all students, staff and first responders, which can be applied in any emergency. Through this partnership, the UTSCIC has begun to develop tools and materials for all LEAs to use to prevent, protect, mitigate, respond to and recover from emergencies.

Mission

The UTSCIC is committed to school and community safety and will continue to advocate for collaboration across the public school districts of Utah and beyond. We believe school staff, students, parents and community deserve a consistent approach to school safety and will continue to be proactive in our efforts.

School safety is a concern across the United States. Law enforcement, school administrators and teachers, and the community need resources and proactive strategies for ensuring that school environments remain safe and secure.

These videos are examples of Iron County School District processes. We use the terminology of level 1, 2, and 3 lockdown. Our schools practice these drills systematically throughout the year. 

Level 1 Lockdown

Front door manned by police officer or administrator. No visitors are allowed on campus unless otherwise directed. Exterior doors are locked. School proceeds as normal inside the building. A level 1 Lockdown is initiated when there is a potential threat to student safety off campus, such as nearby police activity or emergency situation in the neighborhood.

Level 2 Lockdown

Interior/classroom doors are locked. Doors will not be opened for anyone. Classroom activities may continue. No visitors are allowed on campus until the lockdown is lifted. A Level 2 Lockdown is initiated when there is a potential threat to student safety on or adjacent to the campus. All students and staff go to nearest classroom and lock the door.

Level 2 Lockdown

Interior/classroom doors are locked. Doors will not be opened for anyone. Classroom activities may continue. No visitors are allowed on campus until the lockdown is lifted. A Level 2 Lockdown is initiated when there is a potential threat to student safety on or adjacent to the campus. All students and staff go to nearest classroom and lock the door.

Level 3 Lockdown

Interior/Classroom Doors are locked and students/staff take cover. Students and staff will stay out of sight. Emergency personnel will knock, announce and unlock classroom doors once the lockdown has been lifted. Doors will not be opened for anyone. A Level 3 Lockdown is intiated when there is a direct threat to student safety on the campus. All students and staff go to nearest classroom, lock the door and take cover.
